Necessity of Driving License

Driving license is an essential and mandatory document for driving a vehicle in a public place. It is issued by the local Transport Authority. The driver must possess a valid driving licenses according to the category of vehicle being driven by him. Ministry of Road Transport and Highways (MoRTH), Government of India, New Delhi has made provisions of issuing Smart Card based driving licenses in order to ensure uniformity in the country. Generally, there are two types of Driving Licenses:

  1. Learner's License (to learn to drive a motor vehicle)
  2. Permanent License

According to section 181 of the Motor Vehicles Act, 1988 driving a motor vehicle without a driving license is an offence and bears a penalty of rupees five thousand only. The Government of Rajasthan has taken a unique initiative to create awareness among people applying for driving license. The applicant is mandated to answer a question related to organ donation which was usually skipped by the applicants earlier. A heart symbol is imprinted on the driving license of applicants who opt YES for the question related to organ donation.

Eligibility for Obtaining Driving License

The eligibility to obtain a particular category of driving license varies according to the age group, experience and other requirements. The criteria to obtain a licence of a particular category is depicted in the table below:

Procedure for Obtaining Learner's License (Online)

Learner’s License is a temporary driving license which is issued for a period of 6 months only for learning to drive a motor vehicle. The step by step procedure to apply for a learning license is depicted below:

  • Open a web browser (Google Chrome, Microsoft Edge or Firefox) and visit https://parivahan.gov.in and choose Apply for Learning License option from Online Services.
  • If you have a Aadhaar Card then select Submit Via Aadhaar Card (E-KYC) option. It is easier to use this option as details of the applicant will be automatically fetched through Aadhaar.
  • The application shall be filled automatically after verifying the details through OTP sent on the mobile number linked with Aadhaar.
  • In this process there is no need to upload any document that are required for the license.
  • The applicant shall be required to upload his latest photograph and signature but, on the license, photograph registered with the Aadhaar shall be displayed.
  • After filling the application, the user shall be required to see an online video related to traffic rules.
  • After watching the video and clicking on the Submit button, the applicant can proceed for an online test.
  • After receiving the Id and Password for appearing the test it is required to attempt the test within seven days.
  • Twenty questions shall be asked in the online test. To clear the test the applicant shall be required to answer at least 12 questions correctly.
  • After clearing the test, the Driving License can be downloaded by the applicant.

Permanent License

After 30 days of issuing the learner's license or before completion of 180 days from the date of issue, a person can apply for the permanent license. The licensing authority conducts a driving test of the applicant on a driving test track. At many transport districts the driving test tracks have been automated in order to minimize human intervention for issuing the license. The automated test track uses sensor based technology which assess the driving behaviour of the applicant and generates a driving test report. The permanent driving license is issued to the applicant after passing the driving test. The following document are required to obtain a permanent driving license:

  • Valid Original Learner's License
  • Application Form (Form 4/Form 5 for Commercial License)
  • Prescribed Fee
  • Original Age and Address Proof
  • One Latest Passport Size Photograph
