Road Safety Initiatives
Government of Rajasthan
Department of Transport and Road Safety being the nodal department for road safety leads the road safety initiatives at the state level. The State Road Safety Cell, the Lead Agency, collaborates with other stakeholder departments and allocate budget from the Dedicated Road Safety Fund to take various road safety initiatives. The major state and district level initiatives taken by the Government in the field of road safety are described pillar-wise in the subsequent sections.
Road Safety Management
- Transport Department was made nodal department for road safety in the State.
- Name of Transport Department (Nodal Department) was changed to Department of Transport and Road Safety by the State Government vide Gazette Notification dated 01.10.2021.
- Constituted State Road Safety Cell within the Department of Transport and Road Safety under the chairmanship of Transport Commissioner on 29.06.2016. Officers of all stakeholder departments such as Police, Medical and Health, Local Self Government, Public Works Department, Education Department, Urban Development and Housing Department are deputed in the cell.
- Issued State Road Safety Policy on 21.03.2017 after approval by the State Cabinet on 07.12.2016.
- Established non-lapsable Dedicated Road Safety Fund on 03.04.2017 wherein 25% amount received as compounding fee (traffic challans) is transferred every year.
- Established Road Safety War Room at the State Emergency Operation Center and Abhay Command and Control Center for coordination to provide immediate aid to the victims of road accidents.
- Issued guidelines on 27.08.2020 for Chief Minister Road Safety Award for best performing districts issued. Under this scheme amount of Rs 25 lakh, Rs 15 lakh and Rs 10 lakh shall be awarded to top three districts.
- Rajasthan Road Safety Road Map 2020 has been prepared including the best practices of other States. Short term & long-term objectives related all stakeholder departments have been incorporated. The Road Map has been approved by Hon’ble Chief Minister of Rajasthan and it is being implemented by all Stakeholders.
- An MoU has been signed between Department of Transport and Road Safety, Government of Rajasthan and IIT Madras for effective implementation of Road Safety activities in the State.
- Implementation of Integrated Road Accident Database (iRAD). Rajasthan was one of the six pilot States for this project started by MoRTH in association with NIC and IIT Madras. Online data entry of road accidents has begun in all districts of the State with effect from 15.03.2021.
- Automated Driving Testing Tracks are being constructed in 30 districts of the State from dedicated Road Safety Fund. There will be 37 Automated Driving Testing Tracks shall be developed in the State. Out of 37 tracks 13 tracks have been made operational.
- Launched a Scheme u/s 135 of the Motor Vehicles Act, 1988 for Investigation of Accidents, developing Wayside Amenities and establishing Traffic Aid Posts which was notified in the Gazette Notification dated 03.09.2021.
- Published a report titled Road Accidents in Rajasthan 2018 comprising road accident data analysis for the year 2018.
- Issued detailed Guidelines on Bal Vahini to ensure safe transportation of school and college children vide Order No. 23/2017 dated 29.06.2017.
Safer Roads
- The joint team of State Road Safety Cell, Police, Road Owning Agencies and iRAD have done Inspection of Black Spots on various stretches of highways including NH 48, NH 21, NH 52, and SH 16.
- In compliance with the Budget Announcement 2022-23 of the Honorable Chief Minister, three National Highway stretches will be made accident free (Bar-Bilara-Jodhpur, Sikar-Bikaner and Shahjahanpur-Ajmer) by completing the audit work and carrying out corrective measures by the concerned stakeholder departments.
- On the basis of road safety audit being done and audit recommendations given for various highways by a Joint Inspection Team in all the districts, the work for implementing remedial measures is in progress.
- Funds have been allocated from Dedicated Road Safety Fund to Public Works Department for rectification of black spots and vulnerable spots.
Emergency and Trauma Care
- Mukhyamantri Chiranjeevi Sadak Suraksha Yojana has been launched for free treatment of the persons injured in road accidents, under the scheme the injured will be given free treatment for the first 72 hours of the accident in all government and private hospitals which are affiliated to the Chiranjeevi Health Insurance Scheme.
- World class Skill Lab has been established at Trauma Center, SMS hospital Jaipur for Advance Trauma Care Training of doctors and nurses.
- In compliance of the Budget Announcement 2021-22 guidelines have been issued for Mukhyamantri Chiranjeevi Jeevan Raksha Yojana on 10.09.2021 in which a cash prize of Rs 5,000/- and a Certificate of Appreciation will be awarded to Good Samaritans. Fund of Rs 1.00 Crore has been transferred to the Medical & Health Department.
- 100 Community Health Centres have been identified in the state near the accident prone stretches which are being upgraded as Primary Trauma Centers (Trauma Stabilization Unit). This will help in providing immediate initial treatment to road accident victims.
- Option of Organ Donation has been made mandatory while applying for driving license. Logo of organ donor and sign of heart is being marked on the driving license of applicants to raise awareness about organ donation. Awareness of organ donation is also being done through IEC.
- A 16 Bedded Modern ICU has been established at Trauma Centre, Sawai Mansingh Hospital, Jaipur to provide definitive treatment to road crash victims.
- A Basic Life Support Training Center has been established for Jaipur Division by the Lead Agency in the Skill Lab of Sawai Mansingh Hospital, Jaipur.
- Budget has been allocated to Medical & Health Department for setting up of a Skill Lab in Jodhpur, Bikaner and Ajmer divisions.
- Budget has been allocated to Medical & Health Department for establishing Basic Life Support Training Center in Jodhpur, Bikaner and Kota divisions.
- Work is being done for strengthening Trauma Centers in Jodhpur, Ajmer, Bhilwara, Jhalawar, Bharatpur, Udaipur, Churu, Pali, Bikaner, Sikar, Didwana and Barmer Medical Colleges.
- Budget has been allocated to Medical & Health Department for installing Modern Microscope and C-Arm Machine for Neuro Surgery and Orthopedic Department of Sawai Mansingh Hospital, Jaipur.
Enforcement
- Wearing helmet has been made compulsory for two-wheeler rider and pillion rider on 28.10.2015 in the entire state.
- Manual Challans are being upgraded to E-Challans in the state.
- 179 Portable Weigh Bridges have been procured for flying squads of Department of Transport and Road Safety for effective enforcement.
- Budget has been allocated to Police for purchasing 25 new Interceptors for effective Traffic Management and Enforcement in accident prone areas on National Highways.
- Budget has been allocated to Police for purchasing various equipment such as barricades, bollards, dash cameras, body worn cameras, and speed radar guns etc. for enforcement and traffic management.
- Budget has been allocated to Police for establishing 33 Counseling Centres in the state and purchasing necessary equipment.
- Funds have been allocated to all the police stations of the state for executing minor works related to road safety and rescue work for road accidents.
- In order to curb the accidents caused due to overspeed and overload on State Highways and Major Roads an RFP has been prepared for implementing Integrated Traffic Management System (ITMS) on PPP mode in compliance to the Budget Announcement 2021-21.
- Purchase of 13 interceptors have been approved for all Regional Transport Offices.
Capacity Building, Education and Awareness
- State Road Safety Training Institute has been established at Harish Chandra Mathur – Rajasthan Institute of Public Administration. The MoU was signed on 30.11.2022 and Training Programs have been started from 11.01.2023.
- Regular allocation of funds is being done by the Lead Agency throughout the year to the Regional / District Transport Offices in the state to conduct road safety activities on regular basis in the districts.
- Road Safety Education has been included in the curriculum for school children for standard 6th to 10th.
- To impart awareness among school students a book titled Sadak Sarita has been published jointly by the Department of Transport & Road Safety and Education Department. Around 1,32,000 copies of the books have been distributed in more than 65,000 primary, secondary and higher secondary Government Schools of the state.
- Traffic Parks are being developed in all 33 districts in the state to educate school and college students.
- Road Safety Corners have been developed at Dealer Points to create awareness among public who visit the dealers for purchasing a new vehicle.
- A mandatory Road Safety Module has been developed in collaboration with Rajasthan Knowledge Corporation Limited for their students undergoing various courses in RKCL. Every year around 6 to 7 lakh students are getting benefitted through this initiative.
- Regular Capacity Building workshops are being organized for staff and officials of stakeholder departments. The programs include Road Safety Audit, Road Safety Orientation, Basic Life Support, Advanced Life Support, Traffic Control Devices, Road Safety Legislation etc.
- Organizing regular training program for police officials on Road Safety Management at Rajasthan Police Academy through the Dedicated Road Safety Fund.
- Yearlong campaign of No Reflector No Vehicle was carried out in the State in 2021 to prevent accidents due to non-visibility of vehicles. Detailed instructions have been issued by the Chief Secretary regarding active participation of all stakeholders at the district level.
- Continuous awareness regarding road safety is being done through all publicity mediums including Print, Electronic, Outdoor Media, Bus Panels, FM Radio, Social Media and IEC material throughout the year.
